Luxembourg Prepares Debut Issue of 10-Year Digital Securities

Luxembourg has tapped a syndicate of five major banks to arrange investor calls for its inaugural 10-year, euro-denominated Digitally Native Securities. The sovereign move marks a significant shift toward blockchain-based debt issuance, with the transaction expected to price in the near future depending on prevailing market conditions.

The securities will be issued using distributed ledger technology via the D7 DLT platform, which is operated by LuxCSD S.A. This infrastructure allows for the digital lifecycle management of the debt, moving away from traditional paper-based settlement processes.

The sovereign issuer has appointed a joint lead manager group consisting of Barclays, BCEE, BGL BNP Paribas, Citi, and Credit Agricole CIB to shepherd the deal. These institutions are currently conducting virtual fixed-income investor calls to gauge appetite for the benchmark offering. If market conditions remain favorable, the launch will represent a milestone for the country’s integration of DLT into its national debt management strategy.
