DoD spokesperson Sean Parnell stated the reliance on civilian municipal infrastructure now represents an intolerable risk to national security. To mitigate this, planners are evaluating portable nuclear reactors, large-scale battery arrays, and independent microgrids. These technologies would allow bases to operate in total isolation during prolonged blackouts that could otherwise paralyze logistics, communications, and weapons production.
Beyond power generation, the initiative mandates the stockpiling of critical minerals, medical supplies, fuel, and ammunition. The strategy marks a shift away from the geographic security historically provided by the Atlantic and Pacific oceans. Parnell emphasized that the assumption of continental safety is obsolete, noting that global supply chains remain vulnerable to multi-front conflicts. The Pentagon now intends to conduct industrial stress tests and mobilization exercises to ensure rapid transitions to wartime production. This defensive posture follows specific warnings from the NSA regarding Chinese state-sponsored hackers infiltrating critical networks, as well as localized attacks on electrical substations that previously left thousands without power.
