New Federal Safety Rules for Infant Neck Floats Take Effect

The U.S. Consumer Product Safety Commission has officially enacted the first mandatory federal safety standard for infant neck floats, a move targeting products manufactured after June 15, 2026. This regulation follows years of documented drowning hazards, including 115 reported incidents between 2019 and 2024 that resulted in two infant deaths.

The new standard addresses critical failure points, including deflation issues, restraint system malfunctions, and structural flaws that allow infants to slip through or become submerged. While these mandates seek to mitigate risks, Acting Chairman Peter A. Feldman emphasized that they do not eliminate the inherent dangers of the devices, which are not classified as life-saving equipment. The rule excludes flotation devices regulated by the U.S. Coast Guard.

Simultaneously, the agency maintains its standing warning against the use of Otteroo LUMI and MINI infant neck floats, first issued in 2022 following reports of infant fatalities and serious injuries. Officials continue to advise that constant adult supervision remains the only reliable protection, noting that drowning is often silent and can occur in seconds even when a child appears supported by a float. Caregivers are encouraged to stay within arm’s reach at all times and adhere strictly to manufacturer inflation and weight guidelines.
