The two-day summit marks a shift in approach, moving away from merely cataloging the rising tide of digital fraud toward operationalizing solutions. The agenda features key figures like Alphabet’s Kent Walker, who will detail Google’s platform-wide threat assessment, and OpenAI Chief Strategy Officer Jason Kwon, who will address the complexities of securing dual-use generative AI technology. Law enforcement presence remains central, with U.S. Attorney Jeanine Pirro scheduled to report on the Scam Center Strike Force’s progress in dismantling transnational networks based in Southeast Asia.

State-level coordination will also take the stage, as California Attorney General Rob Bonta and Utah Attorney General Derek Brown outline regional initiatives aimed at prosecution and consumer protection. These discussions coincide with the release of the 2026 State of Scams in the United States report, which provides the empirical foundation for new collaborative frameworks. Treasury official Scott Rembrandt will further examine the implementation of Executive Order 14390, which targets predatory schemes against American citizens. By convening in San Francisco—a city recently debuting its own StopScams SF strategy—the summit aims to translate local successes into national policy, with virtual access available for those unable to attend in person.
